Czy panu/pani smakuje?

Literally: Does it taste [good] to you?

smak = taste
smakować = to taste; also with understanding that it tastes good


Czy panu/pani smakuje herbata?    Czy panu/pani smakują włoskie ciasteczka?

Do you like the tea?                     Do you like the Italian cookies? 


NB: The thing you are asking about (tea, cookies) determines whether the verb is singular or plural.

Czy Pani Mariannie smakuje ta biała herbata? 
Does Pani Marianna like that white tea?

Chyba tak. Nie pierwszy raz pije.
Probably. It's not the first time she is drinking it.

Czy pan/i lubi...?   Do you like...?

This is like in the sense of really liking something that you are familiar with. If you are asking whether something appeals to someone, use podobać się.

Czy pan/i lubi miód? Do you like honey?

Czy pan/i lubi muzykę? Do you like music?

                    (versus: Jak panu/pani się podoba ta piosenka? if the person is                            hearing it  for the first time, for example)

Czy pan/i lubi śpiewać? Do you like to sing?

Panu Idziemu nie smakuje ten napój, ale go lubi.
That drink doesn't taste good to Pan Idzi, but he likes it. 

Pan Idzi lubi gorycz.
Pan Idzi likes [bitter things].
